At AI-Sunrise, we collaborated with the Argentine National Congress to apply Artificial Intelligence to decades of parliamentary speech — transforming raw text into accessible public insight.
Understanding Parliamentary Discourse with AI
The Intelligent Parliament project applies AI-driven text analysis to speeches delivered by congressmen and congresswomen over more than 20 years.
Using large-scale transcript data, the goal was twofold:
- Help legislators better understand the evolution of political discourse
- Enable citizens to transparently explore how their representatives express ideas
The platform is publicly accessible through the National Congress
Intelligent Parliament
Topic Modeling at Scale
We used unsupervised Topic Modeling techniques to analyze the full corpus of speeches.
This approach:
- Requires no predefined labels
- Automatically discovers latent thematic structures
- Groups speeches by content rather than party or individual
The result is a semantic map of parliamentary discourse that evolves over time.
From Raw Text to Public Insight
Beyond the model itself, we designed a front-end interface that allows users to:
- Explore dominant topics across years
- Compare how themes rise or fade over time
- Understand differences in emphasis between representatives
This transforms thousands of hours of speeches into a navigable, interpretable structure.
Transparency Through AI
By applying unsupervised AI to public data, Intelligent Parliament strengthens democratic transparency.
Citizens can better understand:
- What issues dominate legislative debate
- How political priorities shift
- How representatives communicate their positions
AI, when applied responsibly, becomes a tool for accountability rather than opacity.
